The popular vote is what decides delegates and who they vote for! Both in the primarys and in the actual election. Yes a president can win without the popular vote. It's just like the senate. Each state gets 2 senaters regardless of state size. If we voted by square miles the republicans would win every single election. It can be hard to understand and does sway non-voters from becoming actual voters. But it works and until someone comes up with a better system it's not going to change...Not in our life time anywway!
