There's all sorts of things to think about...
In general I'd stay away from Acer, just inexpensive parts and they don't last long. At our company we have over 50 dells...not bad, however they had some issues out of the box but when fixed they've run great for 3 years so far...being used by on the road salesman.
If you ever want to "game" with it you'll want to bump the video card but if all you're doing is accounting and surfing the net anything current will do just fine.
Make sure its got wireless card installed, modems aren't around much anymore so I wouldn't worry much...
One thing to think about is backing up your data, I'd suggest an external harddrive or something so you can back up your data cause you never know!
They say vista has gotten better, don't know I haven't used it, office 2007 isn't bad but in my eyes its still a bit buggy...
if you know how to surf dell's site you can sometimes find refurbs cheaper than new and you know its gonna work out of the box cause it didn't the first time! HA HA
