In the wrong hands it is a horrific device, but still less-thal-lethal force, and not nearly as long lasting as OC spray. I'd much rahter have to transport someone that had been tazed and soiled themselves than someone contaminated with OC. And I've seen suspects get doused w/ OC or OC/CS just keep fighting.
