Default question on synchronization

Who can answer a question on synchronisation Hoyt "Ultra Tec"? There are 2 meanings. The first one is that a cable on blocks should be up to standart of holes on blocks. The second meaning is that it is not necessary to pay attention to holes, and the main thing that at a stretching of the bow blocks at the same time send planes to cables. Who is right?

These bows are synchronized at full draw. The holes only get you close. If they are not in sync at full draw your back wall, knock travel and letoff are compromised. Not compromised by much but still.
