Welcome to the forum...
I don't know what you'll find on that budget...but a gift card is probably a good suggestion...If you go with a compound bow, he will need to be measured for his Draw Length...and he really should shoot a few different bows to see which one feels best to him...comfort is important.
Now on the other hand a recurve can be had for less that $150-200...and he doesn't need to be measured as it is not DL specific...and they are alot of fun...
You still need to consider arrows and some accessories...$$$
