Default Ibo Question

I have a question dealing with the stablizer in HC. The rules state 12 inches from point of attachment. I have a 10 degree down knuckle,is it from the down knuckle or the riser.

I can't say 100%, but is usualy from the riser.

I believe Darrell is correct. I am not sure either but think it is from the riser.
